What if it was Giovanni. In the games, I remember a Rocket foot member asking the main character to join, and they decline. What if Giovanni was offered the same offer in the beginning of his journey, and he accepted to make money to support Ash and his mom, but never returned because he knows that if anything happens to him, like getting betrayed by the Rockets or arrested by the authorities, they'd trace back associations with them and it'd ruin their lives or get them killed.
