No. Akira said in an interview sometime after BoG and before the announcement of this movie that he would like to make Vegeta the star. But, it is unknown if that is implemented into this movie, or if this movie was already planned out and in production, and he was talking in general which may happen in a possible future movie.

The plot is about of an version of Goku appearing so they have to fight him. That was confirmed a while ago
