Why Jiraiya teach Naruto how to summon toads? did he expect him to use it in in chunin exam? Or was he doing research and wanted to keep Naruto busy?

Shadow clones use 1/2 of the user's chakra. Theoretically every person in the world can make 1000, but each one would have such a small amount of chakra that they would be useless in battle. That's why the Multi Shadow Clone jutsu is forbidden while the standard Shadow Clone Jutsu is not.

Besides the answers that everyone else have given, considering Minato could summon the toads, Jiraiya must have thought it worthwhile to teach Naruto to do so as well. The possibility that he had an affinity to summoning them helped.
