Why did his arm even re-grow if his healing abilities are practically non-existent now?

Umm... Didn't Sasuke outright said Naruto was stronger than him when he said he was and that Naruto was always walking in front of him like Itachi once did and that Naruto was doing it even today?

Sasuke also said that Itachi had always walked before him. But now Sasuke is obviously more powerful than Itachi. Not everything that is said in this manga that involves winning or losing talks about who's physically more powerful than who.

In ideology and psychology, Sasuke had lost. In ideology and psychology Sasuke had been behind Naruto and Itachi.

And Sasuke was not exhausted too? Even though Sasuke had fought less than Naruto, he would still be equally exhausted. Why? Because Sasuke had less chakra reserves than Naruto to start off with. We all know from the beginning that Naruto had a very large chakra reserve, and Sasuke, not so much.

And when Sasuke got all the bijuu's chakra, he had the upperhand. It would be a different case if after he had gained that chakra he got to the same level as Naruto, which he did not. Thus proving that Sasuke was about the same level as Naruto in the first place. It was not until after Sasuke exhausted that resource that he and Naruto were back to equal grounds.

People expect Sasuke to be able to kill Naruto when he gained the bijuu chakra, and when he couldn't, they deemed him weak. However, Sasuke never had experience with controlling bijuu's chakra. So of course he would not use it as efficiently or to its fullest. He didn't even have that much experience with his rinnegan. This should be common sense.

Sigh, I wish this was the case. but alas, no. Even in the final clash, Sasuke had to use Amaterasu and Chidori (fueled by stolen Kurama chakra) to match Naruto's base rasengan. Also, gravity was on Sasuke's side since he was going downwards, which increases the force of his attack, while Naruto was going upwards, with gravity working against him. so yeah.

They were both on ground level, but the clash was taken from a birds eye view... :|

Reread the scans in the links, he said as Itachi once did, meaning Itachi isn't ahead of him anymore but he said Naruto still was ahead of him today. No Sasuke wouldn't be equally tired out, Naruto has bee fighting for 4-5 days before Sasuke got there which is why Yin Kurama said Naruto's chakra was so low so if both started at full power then Naruto would not only have more chakra from Kurama but his own chakra. Sasuke wasted a lot of his chakra against Madara and Kaguya as MS jutsus alone cost a lot of chakra and Rinnegan jutsus should be more than that. Sasuke also is new to both his eyes as Naruto is new with his new mode yet Naruto have the power to take down Sasuke's Susanoo with his super Rasenshurikens that all have a Bijuu element in each that took Kaguya form down into an unstable form. Both used the Sage's chakra in CT to seal Kaguya both both stayed with the abilities they gained.

Sasuke takes in Bijuu chakra abf Naruto would take in natural energy from Kurama which increase his power and he would still have chakra left over if Sasuke used Indra arrow. of course Sasuke would have the upper hand when he's fighting someone who used more than half his power in the past fights when Sasuke used more chakra to immobilize the Bijuus in a genjutsu then us CT on them then he did against Kaguya. Also Naruto made 3 clones that split his power 1/4th and the clones was still fighting Sasuke as they were clashing long enough for the clone that Sasuke hit to the ground to gather more natural energy.

Sasuke only got its chakra, you use it as you do your own so no need experiences with that. Naruto just got their chakra and was using it with his old jutsus to make new jutsus l. The Bijuus make their chakra lava, boiling, ect and give it to Naruto who then have to have the skills to use it but since he didn't do any training to use hand signs jutsus that the Jinchuurikis were using so there's a differences between what Sasuke was capable of and what Naruto is capable of. Naruto doesn't have experiences with his power too so what's your point about Sasuke not being able to fully use the Rinnegan's power? Naruto wasn't using his TSB to cut through Susanoo, negate ninjutsus including Indra's arrow which falls under ninjutsu, didn't gain sand powers as Gaara did and a lot more.

Anyways as you can see Sasuke said Naruto is ahead of him even now, said Itachi was ahead of him before but never said Otachi still was as he did with Naruto.
