Instead of the destroying it like Sasuke was going to do or seal it away some where? This would have provide the revival of the Juubi.

Letting its roam around around in the form of giant monsters seems counter-protective.

True but he did leave the people his ninja tools and the knowledge of how to make people into jinchurikis, even though he claimed to be a peaceful person who wants to connect people he gave them a way of killing eachother more destructively, although if he didn't no one would have befriended the beasts like he wanted
