While I can give rep to everyone else it seems that I can't give it to some people who has high level of posts like 8k etc. Wtf are you serious ?

You must spread some Reputation around before giving it to username again.

But the rep system is indeed flawed to some degree.

When you get that message, it means you gave that person very recently already some reputation. It's to avoid that people rep the same people consecutively all the time.

The amount of posts somehow has is completely irrelevant.

And as said it's part of vBulletin.
