Kabuto, Orochimaru, Bee, and Gaara should have done that. They would have been somewhat useful against Kaguya.

If I remember correctly, team 7 and Obito were teleported to other dimensions by Kaguya, there was no such landscape change on the Earth.

OT: As most people know, the idea of genjutsu is to gain control of a person's chakra network in their brain and have at it, IT is unorthodox because it was shown to have many ways of infiltrating people's minds as we saw when it activated (Most ppl, civilians at least, weren't even outside when it happened). So no, removing one's eyes won't save you from IT.

IT = Tsukuyomi on larger scale.
Tsuku is a visual genutsu so in case of a person without eye balls or like kabuto, they wouldnt be trapped in it.
