OP explicitly says that Neji has all of Hamura's chakra plus all of the byakugan's feats, the first is atleast on Hago's tier, and we have already seen what a minuscule portion of his chakra Kakashi could do. Madara isn't reacting or forming Susanoo, and the latter will also be sent to the moon along his owner due to the sheer force of the tech.
