Tsunade can activate her cells and create new organs. That is what she did vs Oro in part 1 when she explained her forehead seal. If she can activate someone else their cells is unknown to me though.

As I said, she can activate her cells and recreate organs (her own), but if she can do that for someone else is unknown to me.When we see Naruto's arm it's still in bandages and that's after a couple of years of Time Skip. That looks like the handiwork of Kabuto or Orochimaru. Kabuto presumably wrapped up Oro's arms after they were sealed while the replaced arm of Danzo was the work of Orochimaru. If Tsunade had been able to regrow Naruto / Sasuke's arms then I'd have expected clean heals. Tsunade has only ever been shown repairing cells and not regrowing organs. She recovers from a stab wound against Oro and again from Madara but she doesn't regrow her own legs when chopped in two (Oro heals her using Karin and Suigetsu - while talking in double speak about Sasuke). I'd also ask why Tsunade didn't offer to heal A's arm if she had the ability before the war. Happy to admit I could be wrong though.
Hmmm, true up to a point. I've read the wiki and I disagree with it though. I know it's usually a reliable source but I don't think Tsunade recreates her organs in the reference they cite. Her organs might be punctured and she manages to heal them but she doesn't recreate anything as far as I can tell. Using some kind of Kinjutsu can never be ruled out but I'm only aware of two characters confirmed alive able to use transplants to heal the kind of damage sustained by Naruto and Sasuke and of those two only one of them isn't evil (...anymore).As I said, she can activate her cells and recreate organs (her own), but if she can do that for someone else is unknown to me.
She used her chakra to heal the kages who took heavy dmg from Madara and was out of chakra to heal herself properly, let alone create new legs.

Creating something like an arm for others, might come at the cost of her life or at some other high cost. That could be a reason why she didnt do it for Ay the Raikage.

Chiyo for example, came with a jutsu to breath life into someone at the cost of her own life.

Minamoto, how do you feel about Naruto not achieving his lifelong dream of becoming Hokage? For a main character he sure is a failure, couldn't beat his rival and couldn't achieve his goal.
yes it's a big failure ....seems like Madara was right "there are no wishes that can be realized in this world"
