Yes ! kakashi wil be better than Tsunade in terms of Administration .

-He knows how lightness and darkness in village work since from young he suffered and lost everyone .
-He is Intelligent and strategies is even better than Shikamaru considering he found out obito's Kamui Technique
-He may not be strong as before but you forget something he learned many techniques through his Sharingan .
-He is young and dynamic and does not depend to much on naruto as Tsunade did during Pain's Arc
-He has good leadership qualities and was good Teacher who taught Sasuke and Naruto
-Former Anbu captain and he is approved by even Yamato "He knows how to way with his Words"

Cons:
-He will be Weaker than Tsunade and will need Constant Protection

Yeah, but Kakashi has the two strongest ninja's in NV at his disposable (Hagoromo and Kaguya technically aren't Shinobi and Naruto and Sasuke beat every actual Shinobi 1 v 1). Who needs healing when he just calls on them and they finish the job within seconds?

OT: I think he'll make a fine Hokage. In a way, he's much like Hiruzen. No kkg, no uber OP mountain buster attacks, but still very qualified for the position.. at least in my opinion.
