Cause I'm thinking Mayuri could beat lot of people stronger than him with prep time and Kenpachi I think surpasses Isshin with what he has shown so far and then there is shunsui's bankai

Yea I don't know how urahara got so high on his list when he has shown nothing comparable to what isshin,aizen,Byakuya or zaraki has done..he wants to put urahara over Yama aswell...an yea if prep time is included I don't know how he put myuri under soi fon an hitsugiya makes no sense,myuri don't even need prep time to beat thoes two.
