He can't use it perfectly. He can just use good for a Jounin maybe but, in higher fights he needs sharingan due to speed/react. Minato already told it. It's like Orochimaru got edo-tensei but Kabuto made it Perfect. Kakashi needs Sharingan too for using it " perfect ".

About OP; I would say he'll be really good Hokage, as for me Hokage doesn't need to be " strongest shinobi in the town ". He should able to lead, unite, and command his village and ofc at least high Jounin level that's all. There'll be always another fighter. Even Hokage's got special bodyguards so...
