Title, leave your vote. I think it's a loss personally, but I also feel it's a tie. I actually wouldn't blame anybody for thinking either or. The fact that they're both in the same condition and they couldn't move an inch if they didn't want to die of bleed loss makes it feel like a tie.

Naruto's goal wasn't to beat Sasuke up in a fist fight, that was just so he wouldn't be killed, his goal was to turn Sasuke good again, he accomplished that goal.

Sasuke failed to achieve his goal of killing Naruto and starting his revolution.
