How can Kakashi use Multiple Shadow Clone Technique?

I'm on board for the idea that it was a bluff. No way could Kakashi at that time make all them clones, especially after using Raikiri.

Because everybody ran away. Manga scans show Kakashi can do multi shadow clone jutsu. Cant deny a manga fact

It was tajuu kage bunshin reread the manga, he used it to bluff them.
Databook comfirmed that Kakashi can use it but with his limited chakra it's almost useless.
