No one beat no one. But overall, great fight.

They took the "I lost" claim from Sasuke fighting ability wise, rather than goal wise. Just one of the many damage control methods they use to feel better about themselves, since they long aspired for Naruto to win badly, yet he never got victory against Sasuke despite the ending of the manga. Rather sad, so I can see why they would do that.

Well, Sasuke did admit defeat. Either way though, like Naruto said there's no real "winner" in the fight.

For the same reason people say Sasuke won the first VotE battle. He got up first. That's all there is to it. If Sasuke getting up first the first time ='s his win then Naruto still wanting to fight ='s his. Naruto would have healed before Sasuke, the way Sasuke woke up first the first time.

I beleive Sasuke's "I Lost" was referring to his goals, not the fight.
Think about it, I swear some people are too simple minded.
