the reason he said he lost is because he lost. Not only was the metaphorical battle of ideology lost, but also, the fact he didn't have the will to fight anymore.The additional fact that he knew naruto had been fighting the war for far longer than himself and was still able to keep fighting. These are all the reasons Sasuke said he lost. The fact that sasuke used power from all the tailed beast and still lost is further testimate to how great naruto is .... or how weak sasuke is....
