I agree. I think that the "loss" was on emotional level. The fight was a tie.
Sasuke lost over the Naruto's capacity of never give up. They are both almost died and Naruto still want to fight and bring Sasuke back. That's why Sasuke said "I lost". And he's saying it with a smile. A peaceful smile. Because after all, Naruto still want to be his friend. Sasuke lost against his own hate. It's like he has finally found his own peace with this loss.

Yes, the fight was a tie. Sasuke was fighting with intent to kill; Naruto didn't. Sasuke admitted defeat.
