Why? Because Chidori was never meant to be equal to Rasengan. Even Raikiri is superior to Chidori if person A and B is equal. Rasengan is superior to Chidori if person A and B is equal.

Rasengan is a shape manipulation based of Tailed Beast Bomb.

Chidori is a combination of shape manipulation and nature transformation.

Kakashi noted he created Chidori because of his inability to combine the Rasengan's shape transformation with his lightning change in chakra nature

First, Avatarless TBB is a Mini TBB, and not even close in power of 4Tailed Naruto TBB.

As for your argument,

Sasuke = bloodlusted, needed 9 Tailed Beasts to make Naruto serious
