Some sources claimed the legal age to be as old as 20 for marriage. The factor of parental consent may lower it though.

So if you go only by the JPC you can claim the age of consent as 13 but if as an adult you actually try to get into sexual activity with a 13 year old Child welfare acts may land you in soup.
