Sasuke isn't looking for some honorable fight. Sasuke is trying to kill Naruto by all means necessary. He knows him and Naruto are equal, therefore, he's trying disrupt that balance by using the Biju's chakra to kill Naruto.

Without an outside source of power, they literally go blow for blow.

Sasuke= Itachi's eyes that was upgraded by the Sage to become a Rinnegan+Wielding 1/2 of Rikkudo's Power
Naruto=Kuruma's Power that was further enhanced by the Sage by adding other tailed beasts+ Other 1/2 of Rikkudo's Power.

People say that Sasuke is "cheating" is because he exhausted his borrowed powers for the moment and went to steal Naruto's borrowed power.

Naruto and Sasuke without Kuruma/Itachi's eyes are pretty much even. Sasuke does not have the capability of infinite spam and rinnegan techniques while Naruto has Sage Mode.
