All of his major goals were accomplished. Sure, not everything went exactly according to his plan, but it got the same result. Before r*traded Madara haters come in and post something about BZ, he had already pulled off IT. He does what he says he will do and was the only villain not to get TNJ'd (something that will probably happen to Sasuke).

His goal was peace, IT was the method. That method turned out to kill everyone and thus no peace would have existed, just mass about of white fodder soldiers waging war against the rest of the world.

Protecting his brothers was a major goal of his, before he learned about the Infinite Tsukuyomi.
Naruto and Sasuke were saved, meaning Madara failed. If he succeeded we wouldn't be awaiting the conclusion to Naruto and Sasuke's fight.

Madara even admitted to Hashirama that his dream was a failure and that Hashirama was right.
