That's a really good question, there are a bazillion different plot threads, a million different characters whose fates will probably remain open-ended. You can't really wind everything down in just one chapter. Will the manga even get to have a denouement??

At the end of the Sasuke + Itachi vs. Kabuto fight, there was a tangent where you saw a couple of soldiers relaxing during the war and they happened to be some of the friends Kabuto made while he was at the orphanage, and they were thinking about him. It kind of made me think maybe if Kabuto escaped his Tsukuyomi he would try to find them and go home.
