This depends on circumstances, if the clan is actively at war then they start awakening it, if its peaceful time then no.

Thats exactly right, Obito only awakened his beacause he was dying and there was war/fear in the world. So in peace time it seldom happens. Imagine an army of EMS Uchiha.
