if kishi is ending the manga why not end it with 700 rather than 699?

I know each Naruto volume contains 10 chapters but adding one more chapter won't make a difference, some other manga volumes have it like this, 700 would be the perfect number to end your manga....

I'd imagine it bugs people with extreme and diagnosed ocd like crazy, It's been a constant itch in the back of my head now for a good bit knowing that it won't end on 700.

I heard that chapter 700 will be released in the same week as 699. Therefore it is assumed that the story end at 699 with 700 containing an epilogue. If I had to guess this epilogue could be further into the future than the movie.
