Nope.
1. Using dojutsu takes chakra, spending up overall physical energy.
2. Reread/re watch Uchiha fights. They don't just stand there do they. Obviously they use the rest of their body too.
3. A weapon is only as powerful as it's wielder. Uchiha still need to train/put in effort to master their jutsu.
