Naruto made more TBBs of same size with his own senjutsu chakra where as he made only 2 of them with the energy he gained from kyuubi against Sasuke which proves that he has more chakra back then. Simple as that/

At the end of the day, those 2 Rasen Shuriken made a larger explosion than any of Naruto's attacks in this manga. There is zero evidence he can form more, especially since he needed 3 hands to form each one, and he only has 6 on his avatar.

It's clearly rather evenly-levelled and no matter how you square it, both exerted themselves before this match, and during it. Both belligerents (if you will) have used all power at their disposal and pushed each other to their respective limits.

- Yoton Rasenshuriken
- Restorative Power of Yang

- Six Bijuudama Rasenshurikens.

and Sasuke:

- Three uses of PS
- Amaterasu
- Enton
- Chidori
- Chidori Katana
- Kuchiyose
- 9 Rinnegan Teleportations
- 9 Chibaku Tenseis.

Neither of them have been going at a leisurely pace.
