how is the arrow not a legitimate country buster?

First off, nagato was going to use the combined chakra of the bijuu in order to create a weapon that could level a country in an instant. Sasuke did exactly that, combined it with susanoo and used his most powerful attack through it. So by hype, it should be a country buster.

Next, compare the VoTe explosion juubi's giant bijuudama that minato sent out to sea. The juubidama affected kakashi's area just as much as the explosion in the last chapter, yet naruto and sasuke's attack exploded at a much greater distance.

The weapon nagato was talking about wasn't the complete juubi, it was going to be a weapon that any country could use, so it could not have been something that could go out of control like the juubi.

Yep, i know the explosion is from naruto's and sasuke's attacks that's been taken into account in my analysis. halving the power of an explosion will halve its volume, which hardly even shrinks he radius.

Kishi not scaling things exactly has no bearing on my argument since while it could mean the explosion is smaller than what I'm arguing it is, it could also mean that the explosion is bigger than what i'm arguing it is.

Why does naruto have to be DBZ in order for the two most powerful characters at the end of the manga to be able to bust a country with their most powerful attacks? Sasuke's stated to be on the same level as hagoromo right? Hagoromo's chibaku tensei would not even destroy a country, it would destroy a continent as it tears up enough land to create a moon.
