Summary
The new villain is the rival of Kaguya, her husband of a rival branch of the same family. Back with his plan to make a new world where his ideals can become reality. Not some fantasy or dream world, but a completely new world. This is his ideal. Read the rest for the full story!

Theory!
There are tons upon tons of speculation as to who the new character that was teased for the new movie is. Is he the new villain? A new support character or simply someone that will help build a plot? Personally I believe him to be the new villain of the movie, a holder of the Byakugan and a very old user of the said power. Someone that could rival Kaguya in power, and having a army that Kaguya lacked.

Kaguya tried to build an army for something, she gained massive amounts of power for something and she tried to gain that back again for some reason. Some may say that it was simply power hunger like Hagoromo suggested, however he also asked himself what could have made his mother act the way she did. This means that even he had no idea, and Hagoromo also stated that she was stronger than anyone. But is that really true? (No worries, I won't make a theory of something like Tobidara.)

Why She Needed an Army!
Kaguya was preparing for an attack from someone that could rival her own strength, someone who could beat her and someone who was ready for war. This someone must hold tremendous strength and is most likely the new villain in the upcoming movie. The only known way to defeat Kaguya was to use the seals of Hagoromo, however if someone that is on pair with her appears, then how can they defeat them this time around?

This new villain most likely have a plan, a army and power to back up his or hers ideals. (Personally I think its a he from the new sketches that was released.) This is why Kaguya needed an army, a plan and power, to rival this person and to protect her 'precious' planet that she loved so deeply.

Who is he?
As I've said, I believe the villain to be male and someone who knows new Kaguya even before Hagoromo and Hamura was born. I believe him to be the unknown husband of Kaguya, the father of Hagoromo and Hamura. Why do I say this? Well let me explain a little bit about Kaguya to start with. As far as we know, we can trace 3 things back to Kaguya:

(-) The Uchiha Lineage & Sharingan/Rinnegan.
(-) The Senju Lineage & their lifeforce.
(-) The Byakugan.

When we saw Kaguya fight, we witnessed some of her power and something that she used the most was a form of attack that she preformed using her own bones. In the same manner as Kimmimaro once did in Part I. I believe that this connects them to the same origin, not that Kimmimaro directly came from Kaguya, but from the same family as her. An ancient family that traces back to the time when Kaguya was a mere child.

She was born with the Byakugan and a special body that was rare even amongst her family. (Same as Kimmimaro once was.) This is where my speculation and theory really goes off the grid, so place your hats on and continue to read on if you're interested.

Two families, same origin and hatred for both.
When Kaguya grew up, she was born with a special body that gave her certain powers and she was born with her family's trait, the Byakugan. However, her family was divided and a hatred between these two parts grew stronger and stronger for each generation. Call these branches of their family, two branches with equal. One branch carried the trait of special bone structure and bodies while the other carried the trait of strong chakra and the ability to restrain strong beasts with their chakra.

Of one branch, Kaguya was born to the head of the family. To the other family, a young boy was born, carrying the family's Byakugan trait and his branch's strong chakra. Years pass, and as the branches grows tired of war between each other, they decide to great an alliance, through marriage in the years to come. This arrange marriage becomes Kaguya and her husband's. They share a common goal the two, to create peace and change the world for the better. But before the marriage takes place, the young man wants to see Kaguya's resolve and her power so a challenge is created, a pilgrimage said to be cursed by the gods.

A pilgrimage to the Shinju, to the Divine Tree. Kaguya takes the pilgrimage and eat its fruit, becoming one with the tree. The young man then agrees to the marriage and with that, they get married and they use their power to try and bring the people together. Sometime while they work for peace, Kaguya carries children and they are born, Hamura and Hagoromo. Soon after their birth, Kaguya and her husband's ideals clash and they disagree on how to create peace. To this they separate each other and as a result Kaguya becomes power-hungry and tries to obtain the power she has shared to create peace before, so that she can protect her precious world from her once loved husband.

His ideal
Kaguya's ideal of peace was somewhat like Sasuke's. He believed the world to be without saving, so he decided to create a new world by first destroying the current one completely. To this Kaguya disagreed and the fuel of the branches started once again. But why has he waited so far to go on with his plan? Why didn't he just start it right away? I think that can be answered in several ways.

(-) Kaguya threw him into a form of prison in a dimension or time.
(-) He has been preparing his plan.
(-) He is missing a crucial thing for his plan and has been waiting.

Personally, I think that the answer is the last one and that the thing he has been waiting for lies within Hamura and his descendants, the Hyuga. I believe that sometime after Kaguya's defeat, Hamura met with his father to find out what Kaguya's true intentions were and why his father left them. Hamura agrees with this father on his plan and starts to work out the plan that would be cast over generations. A plan that is the reason the Hyuga came into existence.

Over generations, the Hyuga has given curse marks to the lesser branches while leaving the main branch as leaders. Its said that every few generation, a genius is born, a natural talent. This talent is what our new villain has been waiting for, this talent and this key is Hinata's younger sister. A replacement for Kaguya, someone that can be used as a catalyst for his plans. (How I don't have a answer on though.) This is why he has waited and not revealed himself yet. His army is the Hyuga, their curse marks.

When he kidnaps Hinata's younger sister, he kills off the main branch expect Hinata then enslaves the rest of the Hyuga to use them for his plan through the Curse Mark. Leaving only Hinata as the last one remaining. (He may try to kidnap or kill her as well, but is stopped by Naruto.) This explains why Hinata isn't going with Naruto and the others.

Amazing work, but in my opinion it is pretty broad and more based on speculation rather then facts. You went far in depth with Kaguya's clan and family even though there wasn't even chakra before the Shinju was absorbed. But there is something I agree with though. This new character is a villain and now the only thing left is to see how the things will go on.

That is based of what people believed, chakra is a combination of spiritual and physical energy. The spirit and body, so as long as humans existed and had a spirit, chakra existed. It may just be that Kaguya was the first to show control over it to the masses and because of that she was believed to be the first to have it.

hum no, i'm pretty sure the villain kidnapped Hanabi to achieve some nasty ritual so he could control the entire world, just like Kaguya, he want more power.

Decent theory.
husband or not, it definitely has something to do with the Hyuuga.

Well that is atleast one thing we all can agree on, the new villain/character has something to do with the Hyuuga.
