I won't include people who can evade it since I am not sure who can evade it
for example v2 Ay evaded it but I believe that ems and rikudo sasuke’s amatrasu would be faster
so I would just mention people who can counter it after they are being caught by it
1-naruto ( even part 1 naruto can deal with it with his cloak)
2- bee ( he can conter it just like naruto did the last chapter or absorbing it with samehada)
3-4 -kinkaku and ginkaku ( just Like naruto did )
5-6---yagito,yagura and any jin that can open v1 cloak
7-8. hashirama and yamato ,(if they got caught by amatrasu, they could get ride of it by using mocktun
through thier body as they showed that they can get out mocktun from any part of thier body
9 -any form of obito except for pre ms obito ( if this is ms, dms or riningan obito ,he can counter it with intangibility or warping it with short range kamui ,but if this is jiubi jin obito, then he counter it with gudomas or get rid of it by getting out chakra arms from his body )
10-ms ,dms kakashi, ( the same as ms obito)
11-12 orochimaru and ms kabuto ( by oral rebirth just like sasuke did against itachi)
13 -nagato ( with shinra tensi or preta path)
14- gara ( if he got caught by amatrasu, he could get rid of it by removeing the sand layer on his skin )
15- any form of madara except for pre ms ,( preta path, shinra tensi, gudomas, mocktun or getting rid of it with susano’s chakra just like naruto did with chakra cloak
16-17 -kaguya and hogoromo ( absorbing it or removing it with gudomas )
18-19-Andra and ashur ( with susano chakra or kiyubi chakra )
20-kisame ( absorbing it with samehada )
21-minato, ( he can get rid of it by chakra cloak)
22-kidumaru ( he showed the ability to form a golden layer from his skin, if he got caught by amatrasu, he could form this golden layer ,then get rid of it along with amatrasu)
23-hyuga clan ( if they got caught by amatrasu ,they could use the rotation to get rid of amatrasu)
24-any one who can use kuarami jutsu ,can get rid of amatrasu
