No, it is not ineffective. It has a use and is effective for it. It is not a damaging ability, it is basically the same as his other katons, a distraction for a follow-up, or a fodder killer.

Practically is a key word here. It also is relative. In this situation, as in against Naruto, it is practically pointless, as it does no damage, extends and harms sasuke in the use of it, and is just as useful as a regular katon.
