It's not as if she looks inappropriate or anything. Her new outfit is still more modest than 95% of what the other girls in the Naruto world wear. She's just showing her arms. Lol

It's not that i'm saying it's inappropriate, I'm saying that her older outfits always reflected her personality. If her outfit changed quite a bit, then it's an indicator that her personality might have changed quite a bit as well.
