No because Sasuke has the powers of Rikudo.He is above Prime Madara since he made PS a shell for Beasts.Something on a whole other level.Sasuke has always been more talented, he mastered EMS in 2 days but Madara needed years

I have read the VIZ in NF but its you who doesnt understand.If Sasuke can do feats that are the same as Hagoromo and master Rinnegan on Rikudo extent then he is stronger.You have to see more into this

Even without the 3rd Eye, he still has a Double rinnegan and Both halfs of the sages power and the Juubi, Vs Sasuke's One half and the chakra of the bijuu.
A Serious Double Rinnegan Juubi Jin madara should still be a real threat.
