Using both Rinnegan and EMS at the same time could be very stressful for him and maybe some of the options are similar.

same reason madara didn't use it.

because its shit compared to the rinnegan. Also its fact that rinnegan comes after ems so why not use something more powerful if u can for a long time.

Also madara ems with fox losing to hasihrama is evidence of the limits of the ems.

Also sasuke and madara are using the sharingan to some degree as they are still using sassano while using the rinnegan.
