I don't know how concrete this is but re-reading the child-luffy arc sabo made a promise to see ace again as well as luffy and Sabo isnt the type of guy to break promises.

really? its not like he wanted it this way. his boat was shot....its not about breaking a promise... im pretty sure ace didnt know, maybe he wished, or kinda felt something but he didnt know anything....

Nice fanfic. Luffy was also weak compared to everyone in MF and yet, he was there.
There is more important stuff why Sabo has not been there, since Ace was the same to him as he was to luffy.
