I don not think Madara would have been such a problem as Kaguya was. If you consider that Kaguya had more chakra than the whole Juubi and could control all Nature...She was a lot stronger. The only thing Kaguya was lacking was intelligence.

The chakra is a non factor in a fight like this... Don't forget that Madara could also absorb chakra from the people who were trapped in IT... For one to win and not get sealed, intellingence and battle experience play a huge role in this fight. Also, Kaguya's dimension tech was indeed efficient at times but it costs way too much chakra!

Kaguya can't have more chakra as Juubi this is impossible. She "is" the Juubi U_U
She had more chskra cuz she obtained Madara who was at that time Juubi Jinchūriki + All that chakra from the people in Infinite Tsukuyomi.

And Chakra is not = Power especially when someone cant use it

Naruto and Sasuke needed to fight a much underwhelming character than Madara, given to how they've been losing to him throughout the fight. It was a reference to Kishimoto saying in his interview of not knowing how to defeat Madara.​
