I think it was chapter 567/568 - Kakashi and Gai comment on why he's not using the Rinnegan techniques and Kakashi and or Gai says that Tobi knows that they have seen the Rinnegan techniques and already have counters so he's not going to waste chakra using them,especially when controlling 7 Fully transformed Bijuu with his Eye powers takes alot of chakra.

So yeah he could do them.
