Would Naruto be better if Part 2 ended with the Pain fight?
These thing would have happened between the time skip between part 2 and 3 (a time skip of let's say 3 years)
- Tsunade died after the pain fight
- Danzo becomes hokage and has ruled konoha with an iron hand, making it an aggressive (fascist) but powerful power.
- Tensions between nations are very high. Lightning nation blame konoha for bees near death.
My suggestion of the general plot of part 3:
- The summit still happens, and that is what triggers the war between the nations (Tobi indirectly causes it).
- It's Konoha, sand village and rain village vs cloud, stone and mist.
- Sasuke still kills Danzo but not so soon. Sasuke is then seized by cloud village who pardons him because they hate danzo. Sasuke joins the cloud village to fulfill his goal of annihilating konoha.
- We get to know the characters of the other nations better since we see them a lot before the summit (the summit is the second arc perhaps)
- Sharingan is still a double edged sword (no EMS)
- Sage mode is still limited 5 minutes and difficult to activate
- The war is more about performing missions than open battle
- Tobi is Madara's descendant. We get hints throughout that he is Obito but to our relief it turns out to be false. Tobi stole the other eye from Obito.
- Madara remains a myth
- Hashirama remains a myth
- The final battle is still Naruto vs Sasuke. The cause of it is when Sasuke kills Sakura. Both Sasuke and Naruto then have a killing intent.
