Itachi was a better villain than Kisame, he took the protagonism of a huge part of the plot. He was an important piece in the war, he's still praised even today. He's also the one who ridiculed Orochimaru the most.
Obito, he was better than Pain. He's responsible for the war arc, thanks to him Kakashi had a lot of panel time. His ideals were in this manga since the first chapters.
Madara was way better than anyone else, he's the only villain who succeed in his plans to the end, he only died after he complete the MT. He proved to be stronger than his rival, he was so powerful the author didnt know how to kill him. Nobody could TnJ him.
Sasuke, he's way better than the last villain Kaguya, he also took part in her defeat, he 1shot all bijuus at once, he tricked all Edo Kages into believing him. He stood on par with Naruto without being a Jinchuriki, his status in the manga is considered equal to the main character. He's currently the strongest ninja alive, his set of eyes were praised from the beggining. He took part in the defeat of the rest Uchiha villains, Itachi, Obito, Madara, etc. Madara was afraid of him. He's the only one with a plan right now, he's also the winner of beauty contests, he's smarter than Naruto, he doesnt cry for being alone, Naruto's been crying the whole war arc and about other 100 times. His Susano is far superior to the rest in this list.
In other words, Kaguya, black zetsu, nagato, gaara, orochimaru, and the others, were all dissapointing compared to the Uchihas, they were so good as villains that even Tobirama wanted them dead, but Tobirama failed because Sasuke survived.
