Kaguya and Madara definite are and Naruto might be depending on what we see in the next chapters; he used a ton of chakra in the past fight and just got more last chapter and Sasuke was most likely almost out of chakra before taking chakra from the Bijuus since there's no reason to gather more chakra if that wasn't the case.

MT works by reflecting light, Koto doesn't even require eye contact, nor does it rely on reflecting light.
I simply stated that Totsuka can still beat Sasuke.

CONCLUSION: Kaguya, JJ Hagoromo and most likely JJ DRG Madara are only one who are above Sasuke.
