Sasuke: he has the ability to teleport but even before that he was acknowledged for his speed.

Naruto: is said to equal Sasuke's teleportation and react to Kaguya's

Gai: distort space with the 8th gate.

Teleportation is faster than light am I right?

Please answer and how would y'all rank them?

Sasuke has a limit doesn't he. That's why he couldn't save her.

Let me give you a somewhat different example that hopefully answers your questions.

Gai's Hirudora is performed by punching at such high speeds that the friction of the air causes a vacuum tunnel that is sent at the opponent.

Hypothetically, anyone who can move at similar speeds could cause a similar effect, but as Naruto, Sasuke, Juubito, and JJMadara have shown, that isn't true at all.

Somewhat similarly, Naruto's speed against Kaguya was theoretically faster than Sasuke which means he should simply be able to sidestep any attack Sasuke throws at him, but this is false.

I need to see more from sasuke s/t for him to be 1 on my list so he third while either naruto or guy takes 1 place, doesn't matter which one 1 or 2 for me personally I put juubi jin madara fourth and I would pick Kaguya over juubi jin obito for fifth on my list

To be fair, DBZ is in a different league speed wise. There are probably only a select few shinobi who could keep up with gunfire at all.

I would only give the top 5-7 characters the speed feats necessary to keep up with gunfire. Every other shinobi wouldn't be able to react.

Lightning jutsu (except kirin) are slower than natural lightning. At best they are fast as a hand gun bullet they are by no means as fast as rounds fired from rifles, snipers, AA guns etc.

The sharingan does not automatically grant the perception, speed, or reflexes necessary to dodge bullets. Darui and Bee? Not a chance. The rest are probable.
