Like Kurama said Sasuke is on the level of the Sage of six paths. This doesn't just mean the rinnegan and bijuu, it means his ability to perform the Babutsu sozo (creation of all things) to shape chakra into a being or split it into different beings.

A seen here, he uses his susanoo instead of the gedo mazo, the diffrence from his and the juubi is that the juubi was actually the body of the bijuu, so putting them back would be like giving it back its chakra. Sasuke is basically combining his susanoo chakra and that of the bijuu into a humanoid kind of weapon, just as the sage split them once into different beings. I think Sasuke is not one who would want the bijuu sealed in him. He despises them after all. So to put an end to them once and for all, he results to their power to make this last stand.

I think Naruto and Sasuke are overall on the same power level. Think about what Sasuke said here

His awakening of the rinnegan from the sage's chakra must have lead to him understanding some concepts of his reincarnation and Indra's and Ashura's power. He clearly intends to reincarnate and still have the same mission, not as Indra, but as Uchiha Sasuke. Although people may disagree, but its a fact that Indra fought Ashura with his own strength while Ashura got their father's senjutsu. The sage left power to only one of them. Indra was powerful, quite very powerful, maybe on the same level as his brother, but as a genius, his battle sense will clearly overwhelm Ashura in battle, but against a power such as the six paths senjutsu, he lost. That is basically why Hashi is significantly stronger than madara, and that's why without riikudou's power, Naruto was stronger than Sasuke, because he had the kyuubi and eventually 6 other bijuu chakra, while Sasuke had EMS, which he would have developed, but Naruto's chakra was definitely strong.

Sasuke is just getting used to his visual powers. "What was just scattered point have finally become a connected line". Naruto would definitely defeat sasuke if both had fought immediately after getting rikudou's chakra. But that doesn't mean he is more powerful. He is just used to Senjutsu and using bijuu chakra. The rinnegan is quite a huge powerup and with the six paths chakra along with it, it would take time for someone to figure its abilities. Naruto and Sasuke would eventually become equal but I dont even think the sage's senjutsu comes with the bijuu chakra, or just small portions of it. But I know with time, sasuke would definitely catch up to Naruto. But as of now, Sasuke is stronger with the bijuu he's using.

Naruto eats that junk for breakfast U_U
Are you actually aware what people could do if they can use banbotsu sozo to it's fullest extent?
If Sasuke can use this technique at the highest degree then this will be a one sided massacre unless Naruto can do it as well.
If Sasuke can do it then he is indeed the strongest.
(Though I do not think that he can use it)
