Neji's stage 1 rotation was feated to turn back the energy of the opposing force against it..Rotation gets stronger depending on how the attacking force of the attack its defending against

as you can see in naruto's case,when he got only the first stage of rotation complete,he could knock away all kurama's chakra off naruto,while when it was used against base naruto,no chakra armour,it logically only knocked him away with not much damage

No, that is not what Tenten said, she said that Naruto received the bigger amount of damage because he was the one that was attacking, "advancing". She said nothing about the chakra cloak, or the fact that Kaiten repelled its chakra, but remember she is only speaking of a clone, not the actual Naruto. This one was already digging while Neji was trying to stand up.

The fact that Naruto lost its cloak could mean 2 things:

1. Naruto used all the chakra the Kyuuby lent him. It was the worst cloak ever, Naruto didn't even lose his personality while it was active, so this could be the reason.
2. Naruto turn the cloak off in order to remain safe from Byakugan's eye range of vision while he digged underground. I don't know for sure, but it seems likely that Byakugan could detect chakra underground, I think a fodder Hyuuga detected the Zetsus travelling underground at the beginning of the war, am I right? Anyway, It has detected enemies behind trees and stuff before, why underground would be undetectable?

And for the record, that was not the first stage of Kaiten:

Naruto lost the chakra because kaiten had repelled it away as he used it all in that last minute charge to rush Neji for a "final" blow. When he came from the ground, he didnt have any of the chakra from before remaining and his clones only reflect the state he was in when he used them, therefore this means that the clone of naruto shown was of what he was like at that point in time. This is reflected when he comes up from the ground in a similar state as the clone.

Also, while kaiten was past the first stage, it had not completed a full revolution as shown with Neji only moving his leg a short distance on the ground and the chakra around him starting to spin. When Kaitens full power is being used, the user is depicted as a blur as they spin inside the chakra dome they created. Neji was clearly seen trying to rotate, but since he had not expected Naruto to rush him, knowing his lack of prowess in CQC, he was taken aback and had to rotate at the last second, only creating a small portion of the true power of rotation.

I have no evidence that Chakra Enhanced Strength can destroy Kaiten, but It can certainly destroy the Chakra Shroud, I mean, Stage 1 of Rotation.

CES can definitely destroy the first state of Kaiten, and if Naruto made it with that lame cloak, It would also break that early second stage of Rotation. CES has already pierced much more powerful barriers than that:

The Databook doesn't say anything about knocking back chakra, It does say that it is an absolute defense, but Gaara's is too and it was already pierced once and mocked another time.
