The only "cheat" there can be in a fight like this is abusing emotions to win, which Sasuke isn't doing. Regardless, the fact Sasuke just gave himself another power up and Naruto has none and seems to be ready to fight on his level certainly implies that Sasuke was inferior to Naruto up to this point.

He "get's free chakra everywhere" because he has the talent to collect it(senjutsu). So no, that's not "free chakra." Sasuke simply doesn't have the talent to do what Naruto does.
