Naruto is obviously the main character. However, to provide contrast to the main character, Kishi had to provide an antagonist/anti-hero. After all, the series would be no good if it was just 15 years worth of chapters of Naruto just growing up without any struggle. Sasuke is obviously an important character, and the series would cease to exist without him (or Naruto, obviously,)- but only because Naruto's struggle is such a main part of the series that the struggle itself (-which is basically Sasuke,) has to receive as much attention as Naruto himself.
That's my take on it, at least.

Sasuke only got softer because of Naruto, but left village.

Sasukes agenda would have been the same as Naruto has nothing to do with Itachi's decision and Sasuke's revenge (now protecting) the village.

Sasuke says Naruto is his closest friend, and now has to kill him.

If Naruto was not existing, Sasuke would not have why to waste time on try to kill Naruto.
