Neo from one of the Digimon manga was able to destroy the entire Universe, create his own fully developed Universe, merge with it. Erase it all and recreate the original Universe all within being born ten minutes (At most, likely less,) from when this happened.
With how easy that was, I'd put him at an easy Multi-verse busting level. Not positive, but I feel like he should be around the top ten.
