Sometimes a different program will take up both Naruto/Pokemon's time slots, but that is rare

When Pokemon has no episode, it can mean there is a good chance for 2 Naruto episodes, and only sometimes can mean no episode or 1 episode, not for sure.

And November 20 has no Pokemon as well.

But isn't tatsuya Koyanagi the one who did 363? Why average to good? The episode was greatly animated(363)

Episode 363 had a better team. There are 3 main credits: Animation Director, Episode Director, and Storyboard Artist. Koyanagi is only animation director for half of 383, and also 383 has a less skilled storyboard artist and director.

383 should still be good, but not as good as 363.
