I would place itachi higher than jiraiya. Gai should be higher than a Part 1 kakashi that doesn't have haxxed kamui. His gates are extremely powerful.

Remember in part 1 Itachi stated Jiraiya was stronger than him?

There's many reasons as to why he could've said that. One itachi never gave one crap about akatsuki's goals so he wouldn't want to kill jiraiya a sannin of the village he loves, he could've lied to kisame so they don't fight. Another possibility is that itachi never underestimates his opponent and it is actually more likely for him to overestimate them. You can't decide differences of power of characters just by their words
