He transformed into kiba so kiba couldn't tell naruto from Akamaru then kiba attacked the real naruto who transformed again into Akamaru which confused kiba into attacking the real dog.

Without transforming, naruto would have lost

Yeah but he never used transformation for power as Zaku did. He needed to be the first Hokage to win a fight against Hurizen. Naruto on the other hand did not need it for power. He needed it for trickery.
