Because he wants to know who is stronger as well. There were a couple of times were Sasuke has made notice of Naruto's powers. The rivalry between the two drives his curiosity of who is stronger. He doesn't want to defeat Naruto when he's not trying, he wants to beat him at his best so he can settle once and for all who is the stronger of the two. Lightbringer also has an interesting view, that could be another part of him that wants Naruto to fight back. Though I think that would anger Sasuke. Seems more to me that Sasuke wants to settle the score in his rivalry and why he's egging Naruto on.

Madara was the same way when Hashirama said he didn't want to kill him, Madara believing he meant that he could kill him on a whim.

I has already demonstrated similar power. The reason it performed badly on water tank is because both water and metal conduct electricity thus chidori power greatly dissipated.

Sasuke was mad about rasengan cuz it matched chidori and that meant naruto matched him, all the same.

Still got destroyed by mere punches of kaguya while naruto's chakra arms and boiling point tricks worked well against her. Which should tell you that naruto has more destructive jutsu's.

Without naruto's yang seal CT big enough and strong enough to seal kaguya would never have happened.

PS was MS power anyway, Sasuke barely tapped into rinnegan.

But naruto isnt kaguya, Sasuke doesnt need same kind of CT to deal with him.
