Why is Naruto so slow?

I remember when the Raikage was the biggest badass in Naruto because of his strength and speed but Naruto sadly fodderized him when he dodged his Lethal attack like it was nothing but what I'm trying to ask is why isn't Naruto using his supreme speed???

Naruto can't react to teleportation. He can react to his attack after it, but teleportation in itself isn't possible to react or whatever.

Same with Madara and FTG...

Yeah, the chidori is what he reacted and semi dodged.

Madara reacted to minato's attack...not ftg...learn the difference piece by piece, step by step...it matters.

I don't even see how Naruto would react to Sasuke's teleport, unless he could predict/sense the future. lel
